Original number plates for historic vehicles... the implementing decree is missing

The rule was included in the Budget Law, but without a decree it will remain a dead letter.

Last year Father Christmas gave a wonderful present to all the fans of vintage cars, but it's a pity that once opened the package was empty.

The good news is that, on one hand, the Budget Law contains an amendment that allows the recovery of the original plates for historic vehicles, both in case of re-registration, and for those already re-registered or re-targeted in the past years: plates and logbook of the first registration at the P.R.A., or a plate of the historic period of construction or circulation of the vehicle, both complying with the original graphics, but the bad news is that without an implementing decree of the Ministry of Transport, nothing will happen.

So, as the manual of the politician 2.0 states, the important thing is to say "Cat!" even when the bag is empty, then we will see.

During this month we have been made to believe that it was "done", that from January the 1st we could start the paratics to get our beloved vintage plate, yes, the one with which our beloved historic car took its first steps.

So, the man we will call the "unknown Sociohistoric" went to the PRA to ask for his beautiful plate because if "the goal is reached" and the budget law is "2021", there will be no problems.

Instead, our 'Unknown Sociohistoric' went home with his head down and the official's answer still echoing in his head:

- PRA clerk: "I heard but, look, in order to make the request and get plates and registration book of the first registration at PRA with the original Graphics you need the Implementing Decree".

- Unknown Sociohistoric: "Ah...but I read that it was done? Finish line, chequered flag..."

- PRA employee: "No, no, listen to me, if the Ministry of Transport doesn't issue the decree, we don't know anything about these plates".

- Unknown Sociohistoric: "I'm telling you that I read it, also on the web site, the certifying bodies said it, it's a sure thing, it's you who is not informed!".

- PRA employee: "Do as you like, we don't have any information. Ask the people who told you it was a sure thing how to do it".

 

Obviously this interview is entirely imaginary, but not too far from reality. In a world riddled with 'fake news', it would be appropriate for the main operators to inform correctly, not confusing 'the first step' with a 'goal'. The "finish line" for those who know motorsport is what you find at the end of a race, in regularity and in rallies is the final CO, where there is a red sign.

The reality is that we are still stuck in "yellow" with time running out and if within 30 days the implementing decree does not arrive, the risk is that we end up out of maximum time and therefore out of the race.

It's a pity that time is running out and we are less than 30 days away from the final issuing of the implementing decree.
