A ruling by the Regional Administrative Court (TAR) of Lombardy (No.?2543/2025) has settled the dispute over ACI Storico’s authority to issue certifications for vehicles of historical interest. The court dismissed the appeal filed by ASI (Automotoclub Storico Italiano) against Resolution 2/2021 issued by the Lombardy Region, which recognizes the “Safeguard List” managed by ACI Storico as a valid basis for granting road tax exemptions for vehicles over 20 years old.
The decision affirms the validity of certifications issued by ACI Storico, equating them with those from other nationally recognized institutions. This certification allows owners of historic vehicles to access tax benefits granted to vehicles that are at least 20 years old and deemed of collectible or cultural value.
According to the administrative judges, the Region acted within the scope of its assigned powers, particularly in managing regional taxation. The purpose of the resolution — to promote the preservation of historical automotive heritage — was deemed legitimate and consistent with the protection goals outlined by current legislation.
In its appeal, ASI challenged the constitutionality of the regulation, arguing that it created unequal treatment and encroached on the state’s authority in tax matters. However, the court rejected these arguments, ruling that the Lombardy Region had acted properly and in accordance with the Italian Highway Code (Article 60, paragraph 4).
With this ruling, ACI Storico’s role is further solidified as an authoritative body for certifying vintage vehicles. Collectors in Lombardy can now rely on an officially recognized institution to obtain tax relief tied to the historic status of their vehicles.
